I should add, though, that you do not need any magical powers to move a page to a nonexistent namespace. The move page is *actually* intended for complex and tricky things, not simple things like this.

For this, you just needed someone with enough hours under their belt that they have their moving abilities unlocked. So if you need a simple move like this done and you don't have the rights, just bug someone experienced-looking, rather than tying it up in the admin page (which takes a LOT longer to get dealt with).
